The RFP-reading agent ingests the new RFP, reads the firm's full proposal history, templates the scope, cross-references the relevant past work, and returns a complete first-pass project execution document. The reference-retriever agent, given a new project type, searches the firm's executed-project archive for the closest precedents and returns about 71% of the project execution document already written. The engineer or PM keeps the final 29%, which is where the firm's judgment lives anyway.
